Payment cards

   Starting from 1999 OJSC Bank "Finance & Credit" possesses the Principal member status of international pay systems MasterCard Worldwide and VISA International and is holding all international pay systems licenses, including right for emission, acquiring (cash delivery, ATMs, trade outlets).
   The own Processing center of  the Bank "Finance & Credit" is certified by Visa International and MasterCard Worldwide, processing of operations with payment cards is realized in complete correspondence with international pay systems functional requirements.
   The Bank "Finance & Credit" is certified for emission and acquiring of  VSDC (VISA Smart Debit/Credit) pay cards of EMV standard in VISA International, including POS-terminals and cash machines. Emission has been implemented and Visa cards settlements are made using accounts in Euro. The project for certification of chip cards of MasterCard Worldwide payment system for servicing payment cards in bank’s acquiring network is being finalized.

   The bank is dynamically implementing new card products and programs, aimed at the attraction of wider range of clients.
Availability of Principle member status of international pay systems MasterCard Worldwide and VISA International enables the Bank "Finance & Credit" to offer you development programs for your own card business taking into account your Bank’s individual features, targets and tasks.             
      
    
Sponsor’s support in MasterCard Worldwide and VISA International payment systems

   Having sponsor’s support from the Bank "Finance & Credit" you will be provided with the full range of serviced, required for comprehensive operation on payment cards market:

  • Complex of informational and advisory services and methodological support for Partner bank operation in IPS (international payment systems) exercising the rights of Affiliate/Associate/Access Deposit member.
  • Provision of assistance in making card designs and selection of producer company of plastic blanks. • Carrying out training for partner organization personnel concerning interaction with payment systems, technological issues related to cards emission.
  • Performing functions of the bank of settlements while making settlements with clients and international payment systems.
  • Representation of partner organization interests in international payment systems.
  • Technological servicing of payment cards.
  • Provision of permanent advisory support for partner organization personnel.
  • Monitoring of transactions 24 hours a day and 7 days a week.

   Support of Affiliate/Associate/Access Deposit member card programs and settlements with payment systems are made by bank’s Processing center
 
   Interaction of partner organization as IPS participant stipulates for allocation of guaranty funds in Sponsor bank for covering risks on payment cards transactions. The amount of guaranty funds is established for every calendar month and is calculated based on transaction turnover of Affiliate/Associate/Access Deposit member in the previous month.
 
Processing service

   The Processing center is built on the basis of TSYS Card Tech company hardware (Great Britain). This software includes the full range of card industry advanced technologies – payment cards emission, commercial acquiring, authorization and electronic exchange of files, risk monitoring, work with claims, Internet-commerce and allows supporting cards with magnetic stripe as well as chip-cards. It is providing:

  • technological support
  • processing of transactions and making settlements
  • technical services
  • technical support of terminal equipment
  • round-the-clock customer support 
  • SMS and Internet banking
  • licensing and certification
  • work with claims
  • consultative services
  • Internet-commerce

Porting and processing service of cash machine

   OJSC Bank "Finance & Credit" provides services on installation, porting and processing service for Diebold and Opteva cash machines.
  The Bank’s Processing center is able to connect cash machines brands supporting Diebold 912 protocol or having the mentioned protocol emulations under IP protocol means. Datacom, Infocom, Golden Telecom can act as connection providers.    
  Monitoring and on-line controlling of cash machines is possible by monitoring service of the Bank or partial transfer of ATMs monitoring functions to partner Bank.
       
The bank ensures:

  • Registration and testing of cash machines in authorization system and controller of Processing center cash machines.
  • Installation, adjustment and support of software.
  • On-line monitoring and control over all cash machines.
  • Technological support of cash machines.
  • Telecommunication services while connecting the terminal equipment of Partner bank to Processing center and provision of communication modules support. 

   Moreover, the Bank is ready to assist in buying cash machines, as well as provision of advisory services, connected with their installation and further exploitation.

Payment of cash from international payment cards using POS-terminals

   The cooperation with the Bank "Finance & Credit" in the field of cash delivery from international payment cards VISA, MasterCard in cash delivery outlets of Partner bank envisages the conclusion of Agreement on cash delivery from international payment cards, and also establishment of direct correspondent relations between banks. The Bank connects Partner bank terminals to its Processing center, processes authorized requests. The reimbursement of money funds on executed operations takes place on the next bank day to Partner bank’s correspondent account.   

   At the same time the Bank independently establishes tariffs for cash delivery on cards issued by other banks and receives income in the form of cash delivery commissions. 

Bank’s Processing center provides:

  • round-the-clock authorization of transactions;
  • equipping of Partner banks’ cash delivery outlets with POS-terminals supporting VSDC (Visa Smart Debit/Credit);
  • provision of qualified assistance in selection, installation, connection and servicing of cash machines and POS-terminals on the basis of Bank’s processing center;
  • training of Partner bank personnel on service rules of card holders and arrangement of operations with their use; 
  • free of charge provision of expendable materials;
  • operative consultations in case of difficulties arising during card transactions arrangement;
  • resolution of disputes arising while servicing payment cards holders.
